~~'HEREAS, the City adopted the L-.i85 C.evee Redevelopment Plan, as amended
i;'Redevelopment Plan'), to provide fcr the mdeve:opment of approximately 1800 acres of :and
located on the 'forth bank ofthe b~lissouri River generally along interstate 53~ at Highway Iti9 and
more particularly described in the Redevelopment Plan ("Redevelopment Area"').
`V~~HEREAS, the City has engaged the professional services of Archer and is in the process
of paving a .-Waster deveiopment plan prepared for the Redevelopment Area which will examine
development potential and iughest and best use as ~~ell as infrastructure issues t"Master Development
Plan'}.
`~i'HEREAS, in order -o study and refire these issues, develop a >tuister Development Plan
and consider the adoption of a '+[after I)eyelopment Plan, the City desires to place a temporary
moratorium on the submission, consideration and appro~.~al of (ij rezoning applications and (ii)
building permit and development applications related to ~:ew development of property within the
Redevelopment Area. :dew development does not include expansion of an existing business but
rather means development or property unrelated to any business use ne~.v;:xisting on such property.
'\Ol'r', THEREFORE, be it ordainec by the Board of Aldermen of Riverside, IVlissouri
Section i. 1yo applications fcr rezoning, including planned dstricts, within the Redevelopment
Area or building permit ar deve[opment applications related to new development of
property witn~n the Redevelopment Area N~iII be accepted or considered by the City
until the earlier of (i j 9G days after the date ofthe passage ofthis Ordinance or (iij the
adoption of the'~Iaster Uevelopment Plan. :after the moratorium has ended, the
submission, consideration and approval of such applications shall 6e in conformity
with any and all ordinances then in effect, including the 1,Iaster Detiā¢elopment Plan.
Section 3. This ordinance shall ?eke effect immediately.
