ALDERMEN OF CITY OF RIVERSIDE, MISSOURI
AUGUST 22, 1989
A regular meeting of the Board of Aldermen of the City of
Riverside, Missouri was held in the City Hall in Riverside,
Missouri on August 22, 1989 at 7:30 p.m. Those present were
Aldermen Kuhlman, Karr, Teters, Shepard, Rule and Richardson.
Mayor Betty Burch called said meeting to order.
It was decided to dispense with the reading of the minutes
of August 15, 1989 for the present time.
City Attorney Don Witt reported on the Skating Rink
matter. He said that a Preliminary Injunction would be filed.
Judge Yeaman refused to hear it. Clay County Judge Elliott
issued a Temporary Injunction to not enforce the Ordinance
until Tuesday. At 9:00 a.m. Judge Yeaman would be back to hear
it. Mr. Isley's attorneys advised they wanted to take the
depositions of Mayor Burch, Teters and Richardson and will be
told the exact time and date.
Rule moved that the Mayor and Board go into executive
session to discuss personnel matters, seconded by Kuhlman the
vote was as follows: Kuhlman, Karr, Shepard Teters, Richardson
and Rule voted yes.
The meeting reconvened and Aldermen Kuhlman, Karr,
Shepard, Teters, Richardson and Rule were present and Mayor
Burch presided over remainder of meeting.
Rule expressed his thoughts on spending the City's money
and thought that everything the City which cost so much should
go out for bids and the bids should be sealed bids. He feels
there should be a committee which sends out the request for
bids. City Attorney Don Witt suggested that the City have a
Bid Procedure Ordinance. It was suggested that the Finance
Committee continue to take care of the money bids as in the
past. Concerning certain banks getting the bids on our money,
it is a State Statute that the banks have to qualify with
certain amount of collateral for the money they are bidding on.
Richardson brought up the matter that he would like a
printout of the people paying the sales tax to Riverside.
Mayor Burch said she would have to have Don Witt check out the
confidentiality statement she signed. Richardson said that he
had repeatedly asked for this information and that if he did
not get it from the City, he would order it and bill it to the

City, because at the bottom of the sales tax report it said
that it is available to any member of the Board of Aldermen.
Upon motion duly made, seconded and unanimously passed,
the meeting was adjourned.
