SPECIAL MEETING AND CLOSED SESSION
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, June 8, 2010
6:00 p. m.
The Board of Aldermen for the City of Riverside, Missouri, met in special session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
June 8, 2010.
Mayor Rose called the meeting to order at 6:00 p.m. Those in attendance were Mayor Kathy
Rose, Aldermen Ron Super, Mike Fuller, David Hurt, Aaron Thatcher, Brad Cope, and Bernie
Bruns.
Also present were City Administrator David Blackburn, City Attorney Nancy Thompson, City
Clerk Robin Littrell, Public Safety Director Greg Mills, Finance Director Donna Resz, Director
of Communications Meredith Hauck, Capital Projects Engineer Travis Hoover.
Motion to Enter into Closed Alderman Hurt moved that the meeting go into closed session, pursuant
Session @ 6:02 p.m. to RSMo 610.021 (1) Legal Action and litigation, RSMo 610.021 (2)
Real Estate, second by Alderman Bruns.
Yes: Hurt, Bruns, Fuller, Super, Cope, and Thatcher.
Motion Carried 6-0.
Motion to Enter into Open Alderman Super moved that the meeting go out of closed and into open
Session with no action taken @ session at 7:01 p.m., second by Alderman Fuller.
7:01 p.m. Yes: Super, Fuller, Bruns, Cope, Hurt, and Thatcher.
Motion Carried 6-0.
Mayor Rose called the meeting to order at 7:06 p.m. Those in attendance were Mayor Kathy
Rose, Aldermen Ron Super, Mike Fuller, David Hurt, Aaron Thatcher, Brad Cope, and Bernie
Bruns.
Also present were City Administrator David Blackburn, City Attorney Nancy Thompson, City
Clerk Robin Littrell, Public Safety Director Greg Mills, Finance Director Donna Resz, Deputy
City Clerk Sarah Wagoner, Director of Communications Meredith Hauck, Public Works
Director Tom Wooddell, Capital Projects Engineer Travis Hoover, Operations Support Director
Mike Shelton, Captain Chris Skinrood, Captain Gary McMullin, Captain Mike Costanzo, and
Captain David Johnson.
NORTHWOOD ROAD City Administrator David Blackburn introduced the topic that was
requested at the last meeting by Alderman Super, the Northwood
Road roundabouts or four way stops and the costs of each. He
asked City Engineer Travis Hoover to report the details. The
Board of Aldermen discussed the expense of the roundabouts and
the fact the issue was visited previously. The decision was based
on Board and citizen input, therefore consensus of Board majority
was to leave plans as presented and move forward.
POOL UPDATE Public Works Director Tom Wooddell reported there is a safety
issue with a slick area in the pool. Staff recommendation is to
close the pool as soon as possible, fix the area, and reopen as
quickly as possible. Approximate cost for repair is $3,000 and the
staff's main concern is to make the pool safe for swimmers. The
Mayor and Board requested staff to look at options for pro-rating
pool fees and bring to the next meeting.
2010-2011 BUDGET Finance Director Donna Resz introduced the 2010-2011 Budget
PRESENTATION presentations for tonight's meeting and asked Public Safety
Director Greg Mills to present the following: use of take home
vehicles, Fire Department overtime and training, snap shot of an
average day of a firefighter, ISO rating, police staffing, patrolling of
parks and trails. The Mayor and Board were given the opportunity
to ask questions and make comments. It was suggested, at this
time, the trails be monitored in the same fashion as the
Neighborhood Watch Program and implement a trail safety
education program.
Finance Director Donna Resz presented TIF and NID Project
information, Tourism Tax Fund, Debt Service Fund, salary
increase options, and fund balance information. Donna explained
GFOA recommendations to the Mayor and Board and offered fund
balance recommendations along with the suggestion that a
committee be formed to compose a policy regarding the fund
balance.
MOTION TO ADJOURN Alderman Bruns moved to adjourn the meeting at 10:17 p.m.,
second by Alderman Fuller.
Yes: Bruns, Fuller, Thatcher, Super, Hurt, and Cope.
Motion carried 6-0.
