BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, June 1, 2010
6:00 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met for a public forum in the Board
of Aldermen Conference Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri,
on Tuesday, June 1, 2010.
Mayor Rose called the meeting to order at 6:00 p.m. Those in attendance were Mayor Kathy
Rose, Aldermen Ron Super, Mike Fuller, David Hurt, and Brad Cope. Not in attendance were
Bernie Bruns and Aaron Thatcher
PUBLIC FORUM Mayor Rose welcomed the public and explained the history and
significant of the trail system in Riverside. Mike Duffy, Director
Walking Trails of Community Development explained the trail system and the
future plans.
Brian Nowotny with the Platte County Parks shared some of the
experiences that Platte County has had with developing their trail
system and offered any assistance to the City and its residents
with questions or concerns about the trails.
Diane Smith- 4506 Lakota- Shared concerns about the walking
trail that goes behind her house and how the added trail access
will take away from her security. There is a path there now, but
only residents use it. Putting in a trail access will open it up for
anyone to gain access to the neighborhood.
Joyce Makings- 4506 Lakota- Shared her concerns about safety in
the area with the trail and proposed trail access. The reason why
she moved to a cul-de-sac was for security and the trail took that
away. She also said that there are people on the trail at all times
of the night and if a trail access goes in that will invite them into
the neighborhood.
Aaron Locke- 4529 Apache- Shared that he is for trails but would
like access to neighborhoods minimized. That is what trail heads
are for. More access will have more people coming into the
neighborhoods. More access does not improve the trails.
John Tesar- 4431- Shared that he is not concerned about any
decrease in safety if the trail access is put in. There is no
evidence that it will but property values. He referenced the trails
at Briarcliff and that none of those homes have ever been broken
into from a trail.
Ms. Hardwick- 1903 45th Terrace- Expressed her concerns that
the Board needs to do their due diligence and due process when
making decisions about the trails.
Cindy Ecton- 4437 Indian- Commented that she would like to see
the trails patrolled more and be posted as a dawn to dusk use
only.
The Board discussed the comments and concerns the public
voiced and agreed to meet with the property owners near the trail
access to align its location to something that will be agreeable to
them. Alderman Fuller submitted petitions in support of the trail
system and the trail access that are attached.
REGULAR SESSION Mayor Rose called the Regular Session Meeting to order.
at 7:01 p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Ron Super, Mike Fuller, David Hurt,
and Brad Cope.
Also present were City Administrator David Blackburn, City Attorney Nancy Thompson,
Director of Public Works Tom Wooddell, Deputy City Clerk Sarah Wagner, Community
Development Director Mike Duffy, Director of Communications Meredith Hauck, Public Safety
Director Greg Mills, Capital Projects Engineer Travis Hoover, Finance Director Donna Resz,
Fire Chief Gordy Fowlston, and Operations Support Director Mike Shelton.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.
PUBLIC COMMENT None
MINUTES OF 05-18-2010 Alderman Super moved to approve the minutes of May 18, 2010,
second by Alderman Cope.
Yes: Fuller, Super, Cope, and Hurt.
Motion Carried 4-0.
Motion Approve
Archery Range The Board discussed the safety of the event. Alderman Fuller
moved to approve the operation of a temporary archery range by
Crossbow Archery during the Highland Games on June 12th and
13th, second by Alderman Cope.
Yes: Hurt, Fuller, and Cope
No: Super

Motion carried 3-1.
Resolution 2010-017 Alderman Fuller moved to approve Resolution 2010-017,
Bill Pay authorizing the expenditure of funds out of the City treasury for
weeks ending May 21 St and May 28th, second by Alderman Cope.
Yes: Hurt, Cope, Fuller, and Super.
Motion carried 4-0.
Resolution 2010-018
Hazard Mitigation Plan Alderman Super moved to approve Resolution 2010-018,
approving and adopting the Regional Multi-Hazard Mitigation Plan,
second by Alderman Cope.
Yes: Cope, Fuller, Super, and Hurt.
Motion carried 4-0.
Public Hearing The applicant, McCloud Services, submitted a letter requesting
SUP- Outdoor Storage the Board accept his request to withdraw his application for a
Special Use Permit (SUP) for outdoor storage at 440 Business
Park. Alderman Fuller moved to accept the request, seconded by
Alderman Super.
Yes: Super, Fuller, Cope and Hurt
Motion carried 4-0.
Bill No. 2010-038 Community Development Director Mike Duffy explained that this
Approving Final Plat of is still not complete and asked that Bill No. 2010-038 be carried to
the June 15, 2010 meeting.
Bill No. 2010-039 Public Works Director Wooddell explained this is to replace
Hiring Public Works an existing position. Alderman Fuller moved to accept the first
John Seymour reading and place Bill No. 2010-039 on second & final reading,
second by Alderman Cope.
Yes: Fuller, Cope, Super, and Hurt.
Motion carries 4-0.
Alderman Super moved to approve Bill 2010-039 and enact said
bill as ordinance, second by Alderman Cope.
Yes: Super, Fuller, Hurt, and Cope.
Motion carried 4-0.
Bill No. 2010-040 City Attorney Nancy Thompson gave overview of the services
Williams & Campo that Williams & Campo would be providing for land acquisition
Special Counsel as special counsel. Alderman Cope moved to accept the first
reading and place Bill No. 2010-040 on second & final reading,
seconded by Alderman Fuller.
Yes: Cope, Fuller, Hurt and Super.
Motion carries 4-0.
Alderman Hurt moved to approve Bill No. 2010-040 and enact
said bill as ordinance, seconded by Alderman Cope.
Yes: Cope, Fuller, Super, and Hurt.
Motion carries 4-0.

Bill No. 2010-041 City Attorney Nancy Thompson gave background on the overpass
Overpass Agreement agreement. There was a discussion on the maintenance and
Alderman Fuller moved to accept the first reading and place Bill
No. 2010-041 on second & final reading, second by Alderman
Hurt.
Yes: Fuller, Cope, Super, and Hurt.
Motion carries 4-0.
Alderman Cope moved to approve Bill 2010-041 and enact said
bill as ordinance, second by Alderman Fuller.
Yes: Fuller, Super, Cope, and Hurt.
Motion carried 4-0.
ADMINISTRATION Community Relations Director Hauck informed the Board that the
MML Civic Leadership Award is due this month.
Hauck updated the Board on the All American City Awards. She
said that the City's video can now be viewed on YouTube.
COMMUNITY DEVELOPMENT Community Development Director Duffy told the Board that he met
with the EPA. They are interested in putting a water quality
monitoring station in Line Creek at Renner Brenner Park. They
are supposed to be getting back to him with more information on
what all it entails.
Duffy also talked to the Board about the long term plans for the
Riverside Downs building and the Kitterman Plastic building that
the City purchased. Staff is looking for direction on whether to
demo the Riverside Downs building and would also like to demo
some of the buildings at the Kitterman location so that Public
Works could better utilize the area. After a discussion the Board
agreed to wait on doing anything to the Riverside Downs Building
and would like a better plan of what is to be demoed at the
Kitterman building.
Duffy gave the Board the latest draft of the RFP for Horizons and
explained that it will be available for pick up on June 9, 2010.
ENGINEERING City Engineer Hoover gave update on the Vivion Road West
project. The board had some general discussion on the project.
FINANCE Finance Director Resz updated the Board on the budget. She
addressed the Boards question about how many take home cars
the City has. There are 13 total all used by Public Safety.
PUBLIC SAFETY Chief Mills brought the Boards attention to the April Public Safety
Report. He also discussed a change to the City's military leave
policy and will be brining that change for formal approval at the

next meeting.
PUBLIC WORKS Public Works Director Wooddell gave an update on the pool
opening.
PARKS ~ RECREATION Hauck gave an update on the summer programs for the
Community Center and Renner Brenner Park.
LEVEE BOARD REPORT No Report.
MAYOR'S DISCUSSION Mayor Rose commented on the work of the Metro Squad and was
hopeful they would solve the homicide case soon.
She commented that the new playground equipment at Renner
Brenner is great, but very hot.
She also added that the All American City Award preparation is
going well.
BOARD OF ALDERMEN Alderman Futter wished to thank Public Safety for responding to
the complains at the bridge.
Alderman Cope had nothing to add for this meeting.
Alderman Hurt had nothing to add for this meeting.
Alderman Super had nothing to add for this meeting.
MOTION TO ADJOURN Alderman Fuller moved to adjourn the meeting at 8:38 p.m.,
second by Alderman Hurt.
Yes: Super, Cope, Hurt, and Fuller.
