HomeMy WebLinkAbout1989-10-10~` MINUTES OF REGULAR MEETING OF BOARD OF ALDERMEN OF CITY OF RIVERSIDE, MISSOURI OCTOBER 10, 1.989 A regular meeting of the Board of Aldermen of the City of Riverside, Missouri was held in the City Hall in Riverside, Missouri on October 10, 1989, at 7:30 p.m. Those present were Kuhlman, Karr, Richardson and Rule; Teters and Shepard absent and Mayor Betty Burch called said meeting to order. The minutes of October 3, 1989 were read and approved as corrected. Richardson moved that we place Bill No.89-73 on the first reading, said bill establishes a bid procedure for the City, seconded by Kuhlman, the vote was as follows: Karr, Kuhlman, Richardson and Rule voted aye; Teters and Shepard absent. Rule moved that Bill No. 89-73 be placed on its second reading, seconded by Richardson, the vote was as follows: Karr, Kuhlman, Richardson and Rule voted aye; Teters and Shepard absent. Whereupon, the Bill having been made available for public inspection prior to the consideration of the Board of Aldermen, Bill No. 89-73 was passed. Rule moved that the pay salary for Patricia Pappert be $7.00 per hour, seconded by Kuhlman, the vote was as follows: Richardson, Rule, Karr and Kuhlman voted yes, Shepard ,and Teters absent. The auditors who bid on auditing the City's books were discussed. Karr moved that Troop, Kehoe, etc. be awarded the bid, seconded by Rule, the vote was as follows: Karr, Kuhlman and Rule voted yes; Richardson, no. A discussion was had concerning placing ads in the papers for the Public Safety Director. The qualifications were drawn up and the person would have to have a degree in Public Safety and with a minimum of five years of supervisory experience in the Public Safety Department; or ten years of service in the Public Safety Department and five of those years would be supervisory. The range of salary would be $28,000 to $33,000 annually. Mike Shelton had requested to go to a seminar concerning fire inspection from Oct. 30 to Nov. 3. The total cost for lodging and meals would be $179.75. r Minutes of Reg. Meeting Page 2, 10-10-89 Karr moved that Mike Shelton be allowed to attend the seminar on fire inspection from Oct. 30 to Nov. 3, 1989 at a total cost of $179.75, seconded by Kuhlman, the vote was as follows: Karr, Rule, Richardson and Kuhlman voted yes; Shepard and Teters absent. Mayor Burch suggested that the city employ Vickie B. Marks as communication dispatcher. This matter was discussed. Rule moved that Bill No. 89-74 be placed on its first reading, said Bill accepts the Mayor's recommendation to employ Vickie B. Marks as Communication Dispatcher, seconded by Richardson, the vote was as follows: Kuhlman, Karr, Rule, and Richardson voted aye; Teters and Shepard absent. Karr moved that Bill No. 89-74 be placed on its second reading, seconded by Rule, the vote was as follows: Kuhlman, Karr, Rule and Richardson voted aye; Teters and Shepard absent. Whereupon, the Bill having been made available for public inspection prior to the consideration of the Board of Aldermen, Bill No. 89-74 was passed. Col. Fletcher said that the used Highway Patrol car was ready for us to pick up on Friday and he said that he would be able to pick it up. Rule said that if Col. Fletcher could not do this, he would be able to go and pick it up and Richardson also said that he could pick it up. Karr moved that Bill No. 89-75 be placed on its first reading, said bill being to purchase a used car from Missouri Highway Patrol for $8800.00, seconded by Rule, the vote was as follows: Kuhlman, Richardson, Rule, and Karr voted aye; Shepard and Teters absent. Rule moved that Bill No. 89-75 be placed on its second reading, seconded by Karr, the votes was as follows: Kuhlman, Richardson, Rule and Karr voted aye; Shepard and Teters absent. Whereupon the Bill having been made available for public inspection prior to the consideration of the Board of Aldermen, Bill No. 89-75 was passed. Richardson reported on the repair of the Pumper Truck and contacted the party who bid on the repair of same. Richardson said that they will take the bid and break it down in categories (1) the pump, (2) tank The pump will be repaired and in the course of conversation the tank will be sand blasted and painted and then the City will have to keep the tank painted regularly, which should make it last for years. The brakes were looked at and they were in good shape. It was decided to check on the price of the different items of repairs r Minutes of Reg. Meeting Page 3, 10-10-89 which the City thought would have to be done and then after the final figure was received the City could decide what to do. Mayor Burch wanted a Committee for a work shop on the sewers, such as going over the maps and checking things out. Richardson, Karr and Rule would be on the Committee. Richardson declined. Mayor Burch said that she was approached by Jason White for a raise in salary. She said that she had talked to Fred Wilkin and he said that he was in favor of White getting an increase in salary. A discussion was had concerning his quality of work. It was brought out that he had broken many of the tools and equipment. Karr moved Bill No. 89-76 being bill providing for an increase of fifty cents (.50) per hour be given to Jason White, laborer, effective October 11, 1989, seconded by Rule, the vote was as follows: Richardson, Rule, Karr and Kuhlman voted aye; Teters and Shepard absent. Karr moved that Bill No. 89-76 be placed on its second reading, seconded by Richardson, the vote was as follows: Richardson, Rule, Karr, Kuhlman voted aye; Teters and Shepard absent. Whereupon the Bill having been made available for public inspection prior that the consideration of the Board of Aldermen, Bill No. 89-76 was passed. Rule moved that City Clerk Grace Kemerling be authorized to attend the Notary seminar at the cost of $74.00, seconded by Richardson, the vote was as follows: Rule, Karr, Kuhlman and Richardson voted yes; Teters and Shepard absent. City Clerk Grace Kemerling requested permission to go on vacation from November 1 to through November 7, 1989 and this was approved by the Mayor and Board. Col. Fletcher said that he would be willing to help in selecting a Public Safety Director. It was decided that the City would accept Applications until November 20, 1989 and that all applications would have to be mailed to a P.O. Box and none of the applications would be opened before that date. All applications would be opened before the Mayor and Board of Aldermen. The following bids were received on $100,000: Bank of Riverside, MO 7.60$ 6 mos. 7.80$ 1 yr. r Minutes of Reg. The Finance Committee recommended that the City accept the Bid of American Bank on $100,000 for 6 months at the rate of 8.325 interest. Kuhlman moved that Bill No. 89-77 be placed on its first reading, said Bill accepts the recommendation of the Finance Committee in accepting the bid on $100,000 from the American Bank for six months at the rate of 8.325$, seconded by Karr, the vote was as follows: Karr, Kuhlman, Richardson, and Rule voted aye; Teters and Shepard absent. Karr moved that Bill No. 89-77 be placed on its second reading, seconded by Rule, the vote was as follows: Karr, Kuhlman, Richardson and Rule voted aye; Teters and Shepard absent. Whereupon the Bill having been made available for public inspection prior to the consideration of the Board of Aldermen, Bill No. 89-77 was passed. There being upon motion duly at 10:00 p.m. no further business to come before the Board, made, seconded and passed, meeting adjourned r
