MINUTES OF REGULAR MEETING
BOARD OF ALDERMEN OF CITY OF RIVERSIDE, MISSOURI
NOVEMBER 14, 1989
A regular meeting of the Board of Aldermen of City of
Riverside, Missouri was held in the City Hall in Riverside,
Missouri on November 14, 1989, at 7:30 p.m. On a roll call,
Aldermen Kuhlman, Teters, Karr, Shepard, Rule and Richardson
were present and Mayor Betty Burch called said meeting to
order. Col. Fletcher and Attorney Don Witt were also present.
The Minutes of November 7, 1989, were read and approved as
corrected.
Mayor Burch said she wanted to know the procedure to
follow concerning the hiring of a new Chief of Public Safety.
She said to this date they have received 54 applicants and
understands that next Monday, November 20, 1989 is the last day
the applications can be received. A discussion was had
concerning the procedure. City Attorney Don Witt was asked to
suggest ways in which this could be done and he expressed the
following: (1) Could have a panel of Police Chiefs take the
applications down to 6 or less after the Board has given them
the type of person the City is looking for and then the Council
can choose from these; (2) Take a committee of the
professionals and the Council and choose a committee to get the
applicants down to two or there and the Council will choose the
one; (3) Make a committee of the Council and let them choose
the one; (4) Take the entire Counsel; or (5) Col. Fletcher and
the professionals eliminate to the last two or three and the
Council choose the one.
This matter was discussed. Richardson said he would like
to have all the applications opened before the Council members
and they are to check all of them over and eliminate the group
down to the top five and then let them be checked out and
choose from them.
It appeared that the last time, Col. Fletcher, Mr.
Clarence Hoffman and Mr. Graham did the screening to the top
few and then the Mayor and aldermen did the rest of the
choosing.
Shepard said she would prefer the select group get the
applicants to the top few and then the council do the rest.
Teters said she was pretty good at hiring and pretty good
at choosing people but she knows nothing about the police
department and feels the people with the most experience do the
screening.

Rule said it is our decision and we have professionals to
give us direction.
Kuhlman said she would like the Council to take the
applications, open them and then give them to the panel and
then get the committee set up from the Council or use all of
them to select the one person.
Karr was in favor of leaving it up the panel and then the
Council select the one person.
All of these suggestions were discussed and it was decided
that the Council will open the applications and each read them
and if there is a reason that the Council thinks any applicants
should be taken out that this be done and then have the panel
screen the ones left and then let the Board choose the final
person.
The Nuisance Ordinance was discussed. It was agreed to
the parking of vehicles on the street. The Tree nuisance was
agreed to. The people with trash containers are not to have
them in the front of their residence permanently.
A recess was called and meeting reconvened. The roll was
called and those present were Kuhlman, Karr, Shepard, Teters,
Richardson and Rule. Mayor Burch presided over the remainder
of the meeting and Col. Fletcher and City Attorney Don Witt
were present.
Kuhlman moved that she would like to mass an ordinance
that there be no parking on the streets in Indian Hills only,
seconded by Richardson. This matter was discussed. Rule moved
to table the motion, seconded by Teters, the vote was as
follows: Karr, Shepard, Teters, Rule and Richardson voted yes
and Kuhlman voted No.
The Employee Policy was discussed.
(1) It was agreed on one week vacation with one year
completed, two weeks vacation ,~tith ~ two years
completed and three weeks with /0 €i years
completed.
(2) On Sick Pay, Kuhlman moved that there be 6 days per
year and accumulation of not more than 24 days,
Richardson seconded the motion. The vote was as
follows: Kuhlman, Shepard, Richardson voted no;

Karr, Teters and Richardson voted yes.
Concerning the certificate from a doctor stating the
person is ill and cannot be working, it was decided on the
third day the person will have to present the certificate.
Burch said that concerning the bid on the installation of
the underground cable, the lowest bidder said that should they
encounter rock, they would charge $75.00 per hour. The Council
was in favor of accepting this as part of the bid.
With regard to the color of the fire pumper truck, it was
decided to have it painted red.
Kuhlman recommended that Bill Clay be considered to be on
the Planning Commission.
Kuhlman moved that a letter be sent to Don Gram asking him
to come before the Board on November 21 and tell why he has not
been attending the Planning Commission meetings, seconded by
Shepard, the vote was as follows: Shepard, Teters, Richardson
and Kuhlman voted yes; Karr and Rule voted No.
Col. Fletcher explained the schedule he as prepared for
the Public Safety people to work during December and
thereafter, he thought there would be very little overtime if
this schedule is followed.
Col. Fletcher also said he would like two of the Public
Safety people attend a driving seminar which will only cost the
city $56.00 for a reserve officer.
Richardson moved that they send Ferrins and Baughman to
the driving seminar on the November 20 and 21, 1989, seconded
by Shepard, the vote was as follows: Karr, Shepard, Teters,
Richardson, Rule and Kuhlman voted yes.
There being no further business to come before the Board,
upon motion duly made, seconded and passed, meeting adjourned
at 11:15 p.m. i
