HomeMy WebLinkAbout2008-04-22MINUTES SPECIAL MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, April 22, 2008 6:30 p.m. The Board of Aldermen for the City of Riverside, Missouri, met in special session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri. Mayor Rose called the meeting to order. Those answering roll call were Mayor Kathy Rose, Aldermen Mike Fuller, Pam Darata, Dave Hurt, Mark Salyer and Ron Super. After roll call, the mayor led those present in the Pledge of Allegiance. Alderman Bernie Bruns entered the meeting at 6:32 p.m. Also present were David Blackburn, City Administrator, Jane Henry, Executive Administration Assistant, Public Safety Chief Gregory Mills, Jeff Rupp, Public Works Director, Meredith Hauck and John McClelland, City Attorney. Motion to Approve Broker Alderman Darata made a motion to approve the broker dealer list as Dealer List presented by the finance officer and Alderman Hurt seconded. The vote was: Aye: Aldermen Fuller, Salyer, Darata, Super, Bruns and Hurt. Motion passed. Public Works Meredith Hauck gave an in-depth Power Point presentation explaining Community Center how the community center is used by outlining its programs and events. Presentation She talked about the steady growth in programs since Lori Rardeen started working at the center in 2001, while staffing has remained constant. She also talked about future programming and the need for additional staff as well as additional funding. At the conclusion of the presentation, the board was asked to approve the initiation of the bid process for new flooring in the center and to develop an in-kind rental policy. Mayor Rose complimented Meredith on the excellent presentation. She added that comments from the citizens when she was campaigning indicated that they like seniors and youth programs. She said further that programming is huge as are Project Go! activities. The city is providing low cost services and events to the citizens and Fair Based Productions provides in-kind services for city events that require sound and lighting. Alderman Darata asked if FBP offers reduced prices for Riverside families and Seniors. Mayor Rose said that Howard Prost gives away some tickets and charges $5 for a matinee and S9 for an evening performance. Dinner is offered to those who want it but it costs more. Alderman Fuller said there is still a need to develop a policy for rentals and Alderman Super said that it needs to be in place before moving forward. Finance Officer Donna Resz asked if the board wanted staff to develop the policy and the board agreed with that approach. Alderman Bruns said it appeared to him that Riverside's community center had found a niche outside of North Kansas City's community center and the Platte County community center. Alderman Fuller asked if Lori would be able find someone to work full- time at night. Lori responded that it wouldn't be any trouble; it would be a full-time position and the person would run programs Tuesday through Saturday and would have Sunday and Monday off. Apart time employee would work on Sunday. Alderman Salyer cautioned that just having one person on Sunday would be a safety issue. He also questioned how the City is renting out the Union Hall. The board discussed the rental arrangement with Jazzercise and Mayor Rose told the board she had spoken with them and that they would be moving to another location by the end of 2008. City Attorney John McClelland said that the rental policy must be compliant with life safety issues, all codes and fair market value. Alderman Super added that it is important that there is consistency with all rental facilities, including the parks. Alderman Fuller pointed out that the City should not be in competition with businesses. Alderman Salyer suggested that the board and staff need to have another workshop on this and get going with it. Mayor Rose outlined the next steps for the community center: 1) Develop a policy. 2) Schedule and plan for additional staff. 3) Develop additional programming. 4) Initiate the bid process for new flooring for the gymnasium. A majority of the board agreed with moving ahead on the new flooring RFP. Alderman Super said he would have liked to have had the flooring proposal in the packet so they would have had time to consider it. City Administrator David Blackburn reminded the board members they would still have an opportunity to say no. Alderman Darata said she would like staff to look at the Annex for rentals and Alderman Super asked to reconsider the alcohol policy. Parks and Recreation Public Works Director Jeff Rupp told the board that the manual he had Maintenance and presented them a few weeks earlier sets standards for maintenance and Operating Procedures operation of the parks and trails and it is already being implemented. He called their attention to the last section of the manual that deals with maintaining the trails and how the trails interface with the levee. He added that the manual is a living document, subject to change. Alderman Salyer said it is a great first step. Alderman Bruns asked for a map of the parks and trails. Streetscape Discussion Brick Owens and Katie Meyer of NSPJ Architects were available for a discussion of the streetscape plans for the Welcome Plaza. Mayor Rose said that it is not just a clock tower but is a Welcome Plaza and Alderman Super reminded those present that the board of aldermen had rejected the first bid as being too high. John McClelland said they could negotiate with the low bidder. He said they could advertise it and that the board would have to authorize the bid documents. Mayor Rose said she is ready to move on with it but they want a quality project versus being on schedule. Alderman Darata moved to place Bill No. 2008-54 on its first reading, said Bill authorizing the City of Riverside, Missouri, to employ a certain person as the Coordinator of Communications and External Affairs for the City of Riverside setting salary and start date for same. The motion was seconded by Alderman Hurt and the vote was: Aye: Aldermen Super, Darata, Bruns, Fuller, Salyer, and Hurt. Motion carried. Ordinance No. 2008-54 Alderman Super moved to place Bill No. 2008-54 on its second reading upon passage of same becoming Ordinance No. 2008-54, and was seconded by Alderman Salyer. The vote was: Aye: Aldermen Hurt, Fuller, Super, Darata, Bruns and Salyer. Adjournment Motion carried. Alderman Darata moved to adjourn and Alderman Bruns seconded.
