It was decided to dispense with the reading of the
minutes of the November 14th meeting at this time.
David Smith, ~7cr.3 NE 7:2nd , Gladstone, Mo. presented an
application for a business license for ASTRILON located at
434 NW Business Fark Lane. ASTRILON is a wholesale disc
brake company with the home office in North Kansas City, Mo.
This was approved subject to payment of fees.
James Tarwater, 71~+5 W 55th, Overland F'ark., Ks. and Bob
Hale, Rt. 1 Bor. 3D, Trimble, Mo., representing the I A M A W
union hall, lor_ated at NW Vivion Rd. and Cliffview Dr.
presented an application for a grading permit to put a
culvert and a new drive in their parking lot. This was
approved subject to the engineers approval.
Don Witt was present for this partinn of the meeting.
Don Gram, ~~7 NW Woodland Rd., Riverside, Ma. appeared
before the Board of Alderman to ask: to continue to serve nn
the Planning Commission. Gram stated he had served on the
planning commission sinr_e 1985 when he was living in Wawd II,
and felt liE::e he was still representing Ward II although he
was now living in Ward I. Gram stated he would not resign
and added that he thought he could still contribute to the
planning commission. Gram also stated he would maF:e a
special effort to attend the meetings, but in the summer, it
would be hard because he wark.s more hnur-s in the summer than
in the winter. Kuhlman stated that as much as is going on in
Ward I, the residents there need equal representation.
Shepard stated that attending only 5 meetings in twn years,
is not putting a whale lot of effort in serving or ta4;ing a
real interest in serving. Tet.ers said she thought the whole
r_nmplaint was in not attending the meetings. Gram stated a
call from the city clerk would be appreciated. City C1erFt
F:emerling stated she calls all the members the day of the
meetings. Shepard stated that serving on the Planning
Comnri.ssion as long as he has, he should know when the
meetings ar•e. Janet Clay stated they needed equal
repr°esentatian from all three wards. k;r-Uhlman and Shepard
both stated that they had a lot of complaints about Gram not

attending meetings on a regular basis. There were several
members of the planning commission in attendance.
City Clerk k:emer-ling read a letter from Don Coleman
concerning the dr°aining problems and calling for an over all
drair7age plan for the area south of 9 highway.
Mayor Burch stated that E. T. Archer is ready to do the
final design on the sewer system. The committee to study the
preliminary designrnnsi. st of F_d Rule, Jimmy k::arr , Brenda
Teters and Mayor Burch. Mayor B~.rrch stated there is a grant
for hookups to the sewer for individ~.~als,
Venus Automotive was d:isci_rssed and Kuhlman stated he has
clear•red up a good deal, but he still has mare to da,
The minutes of the November- 14, 1989 were approved as
carr-ected.
Meeting recessed,
Meeting reconvened, and the roll was answered by
k::uhlmar7, Teters, F•'..ar'r, Rule, Shepard, and Richardson. Mayor
Burch presided aver the remainder of tt7e meeting.
The zonir•ig changes that wer°e approved by the planning
commission were gone over. The major changes are in the

the section concerning Facade; and wholesale firewor4:s
requiring a special use permit; the height of the front yard
fences in the residential areas; section 69 removing the
requirement of building permits far resurfacing roofs. To be
sent back to the planning commission is the permitted uses
allowed in the residential cones to be allowed in the
indu=>trial areas.
Alderman Shepard moved that bill no, 89-81 be placed on
i.ts first reading, said bi.l1 provides for changes in the
coning code. Alderman Teters seconded said motion. Vote was
as follows: For-: k'uhlman, Teters, Karr, Richardson, Rule and
Shepard. Against: None.
Alderman Rule moved that Bill Na. 89-81 be placed an its
second reading, seconded by Shepard, the vote was as follows:
Richardson, Rule, Shepard, k;arr, Teters, and Kuhlman voted
aye. Whereupon, the bill. having been made available far
pubi.ic~ inspec:tinn prior to the consider-atian of the Board of
Aldermen, Bill No. 89-•81.
Alderman Rule moved that Bill No. 89-8~ be placed on it
first reading, said bill pr-avides for updating thre nuisance

Alderman Rr.xl a rnraved that Bill. No. 89-8~ be pl ace•~d on i t.s
second reading, seconded by Alderman Shepard, the vote was as
fallaws: FOR: Rule, Richardson, TE•~ters, Kuhlman, Shepard,
and Karr. Whereupon, the Bill having been made available for
public inspection prior to the consideration of the Berard of
Aldermen, Bill NO. 89-8~ was passed.
Alderman K.ar-r- moved that Bill Na. 89•-8' be placed on
its first readar7g, said bill provides disbursements far the
paying the bills. Alder-man Rule secandcad said motion. Vote
was as follows: FOR: K~.rhlman, Teters, k`ar'r, Richar-dsan,
Rule and Shepard. Against: None.
Alderman Karr moved that Bill No. 89-8~1 be placed on its
second reading, seconded by Aldermar~ Shiepar-d, the vote was as
follows: FOR: Rule, Shepard, Richardson, Kuhlman, Karr, and

Alderman Shepard moved we recess tr-~ yo inter es;ecutive
session. Alderman Richardson seconded said motion. Motion
carried unanimously.
Meeting rec:nnvened with Aldermen Karr, Richardson, Rule,
Shepard, k'uhlman, and Tet.er-s answering roll r.=all. Mayor
Bt..rrch presided over the remainder- of the meeting.
Alderman Kuhlman made a motion to dismiss tJan cram from
the planning commission, Alderman Shepard seconded said
rnotian. The vote was as follows: FOR: Shepard, k;uhlman,
7eter-s, and Richardson. AGAINST: Rule and k'arr-. Motion
carried.
No further business the meetiny adjourned at 1.?:28 a. m.
