MINUTES OF REGULAR MEETING OF
BOARD OF ALDERMEN OF CITY OF RIVERSIDE, MISSOURI
DECEMBER 5, 1989
A regular meeting of the Board of Aldermen of City of
Riverside, Missouri was held in the City Hall in Riverside,
Missouri on December 5, 1989, at 7:30 p.m. Those present were
Aldermen Kuhlman, Teters, Karr, Shepard, Rule and Richardson.
Said meeting was called to order by Mayor Betty Burch.
It was decided to dispense with the reading of the Minutes
for November 21, 1989 and November 28, 1989 for the present
time.
Mayor Burch explained that this was to be the night for
press release concerning the employment of the Chief of the
Public Safety Department, however, she said that she apologizes
for the way things happened. That when Richard Fletcher
resigned from his position with Kansas City, Missouri Police
Department it immediately came out in the Kansas City Star.
Mayor Burch said she had prepared a news release and said that
93 applications for the position were received and which were
opened approximately three weeks ago and that the aldermen and
she expressed the desire to have Col. Fletcher fill the
vacancy. She said everyone was pleased that he had decided to
come to Riverside.
Col. Fletcher said that he was pleased to be here and that
during this interim he was able to study all the people he
worked with and evaluate them and decided he would like to work
here.
The minutes of November 21, 1989 were read and approved as
corrected.
The minutes of November 28, 1989 were read and approved as
corrected.
John Mika, 7111 Maurer, Shawnee Mission, Kansas
representing Jim Venus wanted to report on the cleanup that has
been going on at Venus Automotive. They have cleaned up most
of the vehicles which were there, painted the building, trimmed
the trees and cut some of them. He thought there were only 15
cars left. He said he did not know what Mr. Venus would do at
this location. The Mayor and Board reminded Mr. Mika that the
city requires that where cars are parked there has to be black
top or dust free surface. Mayor Burch asked that Mr. Venus
call either City Attorney Don Witt or her if Mr. Venus was
going to continue to use the location as before.
Floyd Best was present concerning the letter from Platte
Senior Services, Inc. 8115 N. Congress, Kansas City, MO, dated
November 17, 1989, which pertained to request for donations

from Cities to help finance the different projects for the
Senior Citizens. This matter will be checked out with City
Attorney Don Witt and City Clerk Grace Kemerling will call the
Cities which did contribute to this and get more information.
The subject of getting bids on a different telephone
system in the City Hall was discussed. It was decided not to
open the bids which had been received until later. Mayor Burch
chose a committee of Grace Kemerling and Sandy Kuhlman, along
with her to get more information concerning different telephone
systems.
Col. Fletcher said that Marty Rowe came to him with
request that the City purchase a Sony Light Weight Handy
Camera/Recorder. He said that George Flaws said that the
company for whom he works had received some which were in
damaged cartons, that the equipment was good and that they let
certain people purchase them. This particular item would be
one-half price or $486.00. Col. Fletcher explained that in
Marty Rowe's work, particularly child abuse cases, he has to
make an appointment with Platte City to use theirs "Camcord"
and this is quite time consuming, since it has to be a time
when everyone involved have agreed on a particular time when
the Platte City's Sheriff's Office camera is not in use. Col.
Fletcher said there probably would be other uses for the camera
for the City.
After a discussion, Karr moved that the City purchase the
camera for the sum of $486.00, seconded by Shepard, the vote
was as follows: Rule, Richardson, Karr, Shepard, Teters and
Kuhlman voted yes.
It was decided to put the Green Terrace matter on the
agenda for the next meeting.
Kuhlman presented two letters to the Mayor which were
from George Flaws and Marsha Bennett, requesting to be on the
Planning Commission from Ward One. Mayor Burch said that she
would like to wait a while before deciding on this matter. She
said that Bob Gieseke had expressed a desire to be on the
Planning Commission and there was another person.
Teters asked when the dead line was for the Scott's
buildings was to come down. The date was December 10, 1989.
The matter of marking the Emergency Snow Route with signs
was discussed.
Karr presented Mayor Burch and Alderman Rule with

certificates from the Civil Air Patrol for contributing to
their success.
It was brought out that Car-Write still has not screened
the area they promised to.
Richardson spoke concerning the catching of dogs and
equipment needed.
Mayor Burch said that Parkville and several of the other
surrounding Cities are talking about getting one dog catcher
for the cities and all contributing to the cost of same. This
is to be discussed further among the Mayors of the Cities.
Col. Fletcher said that one of the City's firemen had
moved quite a distance from the City and he had to resign from
that capacity. Fletcher said that Rick Hedgecock had
previously been a reserve officer and asked if he could be
considered as volunteer to fight fires.
Karr moved that Rick Hedgecock be a volunteer fireman for
the City, seconded by Richardson, the vote was as follows:
Rule, Richardson, Shepard and Karr voted yes; Kuhlman and
Teters, No. Motion carried.
Col. Fletcher requested that three officers, namely
Farrens, Clifford and Vasquez be allowed to go to a fire
fighting seminar on December 8 and 9, which will be held in
Platte County at a cost of $15.00 as total cost to the City.
Karr moved that Farrens, Clifford and Vasquez be allowed
to go to the Fire Fighting Seminar on December 8 and 9,
seconded by Shepard, the votes was as follows: Karr, Kuhlman,
Teters, Richardson, Rule and Shepard voted yes.
Col. Fletcher said that Cpl. Soper requested that Officer
Crippin be sent to a seminar on Court Room Demeanor. Crippin
will absorb all costs and the City will have to pay nothing.
This was discussed and thought perhaps Officer Crippin could
report on the Seminar to the other Public Safety people.
Richardson moved that Officer Crippin be allowed to attend
the Seminar on Court Room Demeanor, at no cost to the City, on
December 12 to 14, 1989, seconded by Karr, the vote was as
follows: Karr, Teters, Kuhlman, Shepard Rule and Richardson
voted yes.

Col. Fletcher reported that two fire hydrant wrenches have
disappeared and wanted permission to purchase two. This was
approved.
Col. Fletcher requested permission to build something in
the bay by the fire trucks to hold the fire fighting clothes.
Each person will have his or her own area with the name on it
and they are to keep their clothes and any other such items
necessary in that designated place. He thought that Fred
Wilkin could construct this for around $75.00. Karr said that
he would help with this and thought they should allow up to
$100 or less.
Karr moved that the City be allowed to build the
appropriate construction for the fire fighters to put their
clothes for a sum not to exceed $100.00, seconded by Shepard,
the vote was as follows: Shepard, Kuhlman, Richardson, Rule,
Teters and Karr voted yes.
Col. Fletcher said th~ ~e would be off the last two weeks
in December and that Wiley i j.°hbe in charge and he will return
on January 2, 1990. He also said that he would like to have
Thursday Doff to see his son graduate from the Missouri Highway

VanDePopulier Road will be discussed at the next meeting.
There being no further business to come before the Board,
upon motion duly made, seconded and passed, meeting adjourned
at 8:50 p.m.
