BOARD OF ALDERMAN MEETING
December 19, 1989
The Board of Aldermen of the City of Riverside met on
December 19, 1989 at 7:~C~ p.m. in City Hall. Roll call was
answered by Aldermen Richardson, Rule, Teters, Shepard,
Kuhlman, and Karr. Mayor Burch presided over the meeting.
Gary Wahl, 22 Hall Drive, Platte City, Mo. presented his
application for a grade permit for the east side of Zeke Rd.
He intends to fill a little more than 15 acres. Wahl stated
he had talk⢠to Norman Beeman about a permit to run water to
the highway ditch that runs to Line Creek. The plans show a
3 to 1 slope and he stated the street elevation was 756'.
Alderman Ed Rule moved to approved the grading permit subject
to the engineers approval. Alderman Karr seconded said
motion. Motion carried by the following vote: FOR: Karr,
Kuhlman, Teters, Shepard, Richardson, and Rule.
Drew Wendling, 7116 Amity, Kansas City, Mo. 64152
presented an application for ACT. This is to upgrade the
cable television in Riverside. The was approved.
Saeed Fakheari, 4811 71st Terrace, Prairie Village,
Kansas 66268 presented a application for a special use permit
for a First Class Auto Sales, 44GG NW Gateway. Fakheari
stated he would have b used cars far sale, 2 customer and 1
handicapped parking spaces. He also stated that the location
was hard surfaced and fenced. Alderman Ed Rule moved the
Board of Alderman approve the special used permit. Alderman
Jimmy Karr seconded said motion. Motion carried by the
following vote: FOR: Kuhlman, Teters, Shepard, Karr,
Richardson and Rule.
Saeed Fakheari then presented an application for the a
business license far First Class Auto Sales, at 44GG NW
Gateway. This was approved subject to payment of the fees.
Mayor Burch said she had a proposal from A. Bowers for
dog catcher. Mayor Burch also stated the Platte County
Health Department will also give a proposal for dog catcher
and asked if the Board wanted to wait until she had that.
They indicated they did.
The question of whether to give money to organizations
requesting a donation was discussed. Alderman Kuhlman made
the motion not to give to any organization at this time.
Motion carried by the following votes Richardson, k:arr,
Teters, k:uhlman, Rule, and Shepard.
Bill No. 89-85, a bill to accept money bids on January
2, 1996 for ~ 5GO,GGG.UG was placed on its first reading by
Alderman Karr. Alderman Rule seconded said motion. The vote
was as follows: FOR: k;uhlman, Shepard, Karr, Richardson,

Rule and Teters.
Bill No. 89-85 was placed on its second reading by
Alderman Karr. Said motion was seconded by Alderman Rule.
The vote was as follows: FOR: Richardson, Rule, Shepard,
k;arr, Teters, and kuhlman. A copy of the bill was made
available for those present before the passage, said bill was
rn~mbered 89-85.
Bill No. 89-86 to allow payment of the month's expenses
was presented by Alderman k:arr and placed on its first
reading. Alderman Teters seconded said motion. Motion
carried by the following vote: Kuhlman, Karr, Shepard,
Richardson ( with the exception of the ~ 43.8tr to Dan
Czamanske) Rule and Teters.
Alderman k;arr placed Bill No. $9-86 on its second
reading, and said bill was seconded by Alderman H:uhlman. The
vote was as follows: Fora Richardson, ( with the exception
of :~ 43.80 too Dan Czamansk.e> Rule, Shepard, Kuhlman. Teters,
and Farr. A copy of the bill having been available to those
present, said bill was duly numbered 89-Sb.
Mayor Burch read a letter of appreciation from Detective
Marty Rowe for allowing him to go the seminar on Ser.ual Abuse
and Ser. Crimes held in Des Moines, Iowa.
A request for Officers Baughman, Simpson and Farrens to
attend a first response training course tv be held January 15
thru January 19th. Alderman k:uhlman made the motion,
seconded by Alderman Richardson to approved this training for
these three officers. The vote was as follows: k;uhlman,
Teters, Karr, Shepard, Rule and Richardson.
The Stewart property was discussed again. Mayor Burch
said that she had talked with Charlie Stewart and that Lee
Synder had given Stewart on price on the demolition of the
two buildings. The general feeling of the board was to
either get the demnlition under way to start and get the
buildings repaired. It was brought out that this has been
dragging on fnr two years, and that was long enough. It was
finally decided for Mayor Burch and Alderman Rule to meet
with the Stewarts and see just was their plans for the
bi.rildings were. Mayor Burch is to report back vn January
2nd.

April election would be from January 2nd through January 3q,
1994.
