BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, June 15, 2010
7:00 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
June 15, 2010.
Mayor Rose called the meeting to order at 7:00 p.m. Those in attendance were Mayor Kathy
Rose, Aldermen Bernie Bruns, Brad Cope, Mike Fuller, David Hurt, Ron Super, and Aaron
Thatcher.
Also present were City Administrator David Blackburn, City Attorney Nancy Thompson, City
Clerk Robin Littrell, Director of Public Works Tom Wooddell, Deputy City Clerk Sarah Wagner,
Community Development Director Mike Duffy, Director of Communications Meredith Hauck,
Public Safety Director Greg Mills, Capital Projects Engineer Travis Hoover, Finance Director
Donna Resz, and Fire Chief Gordy Fowlston, Capt. Skinrood, Capt. McMullin, Operations
Support Director Mike Shelton, and Capt. Costanzo.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.
PUBLIC COMMENT None.
MINUTES OF 06-01-10 Alderman Fuller moved to approve the minutes of June 1, 2010,
second by Alderman Cope.
Yes: Fuller, Cope, Super, and Hurt.
Abstain: Bruns and Thatcher.
Motion carried 4-0-2.
MINUTES OF 06-08-10 Alderman Thatcher moved to approve the minutes of June 8,
2010, second by Alderman Super.
Yes: Thatcher, Super, Hurt, Cope, Fuller, and Bruns.
Motion carried 6-0.
Motion Approve Court Alderman Fuller moved to approve the May 2010 Court Report,
Report May 2010 second by Alderman Bruns.
Yes: Fuller, Bruns, Hurt, Super, Cope, and Thatcher.
Motion carried 6-0.
Resolution 2010-019 Alderman Bruns moved to approve Resolution 2010-011,
Bill Pay authorizing the expenditure of funds out of the City Treasury for
weeks ending June 4 and June 11, second by Alderman Thatcher.
Yes: Bruns, Thatcher, Cope, Hurt, Fuller, and Super.
Motion carried 6-0. .
Bill No. 2010-038 Community Development Director Mike Duffy explained the
Approving final plat the changes in the plat and answered questions of the Board.
Hansen West Following second reading of Bill No. 2010-038, Alderman Bruns
moved to approve Bill No. 2010-038 and enact said bill as
ordinance, second by Alderman Thatcher.
Yes: Bruns Thatcher, Hurt, Cope, Fuller, and Super.
Motion carries 6-0.
Bill No. 2010-042 City Attorney Nancy Thompson explained details of changes to
Amend Employee the employee handbook concerning extended military training
Handbook-Military Leave leave . Alderman Cope moved to accept first reading and place
Bill No. 2010-042 on second & final reading, second by Alderman
Fuller.
Yes: Cope, Fuller, Thatcher, Super, Hurt, and Bruns.
Motion carries 6-0.
Alderman Thatcher moved to approve Bill 2010-042 and enact
said bill as ordinance, second by Alderman Bruns.
Yes: Thatcher, Bruns, Fuller, Super, Hurt, and Cope.
Motion carried 6-0.
Bitl No. 2010-043 City Engineer Travis Hoover explained the details are on the
Amend Agreement with attachment of the ordinance and self explanatory. Alderman
Continental Consulting Thatcher moved to accept first reading and place Bill 2010-043 on
second and final reading, second by Alderman Cope.
Yes: Thatcher, Cope, Bruns, Fuller, Super, and Hurt.
Motion carries 6-0.
Alderman Cope moved to approve Bill 2010-043 and enact said
bill as ordinance, second by Alderman Fuller.
Yes: Cope, Fuller, Hurt, Super, Bruns, and Thatcher.
Motion carried 6-0.
CITY ADMINISTRATOR No report.
MUNICIPAL POOL UPDATE Director of Public Works Tom Wooddell stated the process taken
for repair of the pool. The paint is curing now and will be tested
tomorrow, Wednesday, and hope to open before the target date.
Alderman Thatcher thanked the staff for getting this issue resolved
as quickly as possible.
Community Relations Director Meredith Hauck announced to the
Mayor and Board that 25% of the pool pass fees will be refunded
for this pool season and passes will be reduced by 25% for the
remaining 2010 pool season.

ADMINISTRATION Community Relations Director Meredith Hauck shared that the
Tourism Grant Guidelines for the next fiscal year have a few minor
changes and they will be presented at the next meeting for Board
approval.
COMMUNITY DEVELOPMENT No report.
ENGINEERING City Engineer Travis Hoover will give his update during the
Finance portion of the meeting.
FINANCE Finance Director Donna Resz passed out documents to the Board
with budget information to help them make decisions for budget
adoptions at the meeting next week. Donna reviewed a few
other budget detailed items.
City Engineer Travis Hoover reviewed the 2010-2011 Street
Maintenance budget details. The Mayor and Board were given
the opportunity to ask questions and share comments.

PARKS & RECREATION No Report.
LEVEE BOARD REPORT No Report.
MAYOR'S DISCUSSION This is the week for the All-America City Awards and want
everyone to be rooting for us. We have the support of many area
mayors and that is deeply appreciated.
The executive committee of the Metropolitan Mayors' Caucus has
been working to convince Governor Nixon to reconvene this
session to consider some type of economic development incentive
for the Ford Plant in Claycomo. Research indicates that every
county but one in Missouri is affected by the Ford Plant in some
way including 4,000 jobs for this area.
BOARD OF ALDERMEN Alderman Hurt had no comments.
COMMENTS Alderman Super had no comments.
Alderman Fuller had no comments.
Alderman Bruns asked about swimming lanes at the municipal
pool for adult swimming.
Alderman Cope had nothing at this time.

Alderman Thatcher has appreciated the updates of the river levels
and wondered if Operations Support Director Mike Shelton would
give a brief update to the Board. Shelton reported that the river is
holding its own at this point and projections are that it will crest on
Friday. The water is not in the park but coming in through drains
around the amphitheater.
MOTION FOR BREAK Alderman Thatcher moved for a break at 7:29 p.m., second by
Alderman Bruns.
Yes: Thatcher, Bruns, Cope, Fuller, Super, and Hurt.
Motion carried 6-0.
MOTION TO ENTER INTO Alderman Super moved that the meeting go into closed session,
CLOSED SESSION pursuant to RSMo. 610.021 (1) Legal actions, causes of action or
7:39 P.M. litigation involving a public governmental body, second by
Alderman Thatcher.
Yes: Super, Thatcher, Fuller, Bruns, Cope, and Hurt.
Motion carried 6-0.
MOTION TO ENTER INTO Alderman Fuller moved that the meeting go out of closed
OPEN AT 7:53 P.M. session and into open session at 7:53p.m., seconded by
Alderman Thatcher.
Yes: Fuller, Thatcher, Cope, Super, Bruns, and Hurt.
Motion carried 6-0.
MOTION TO ADJOURN Alderman Thatcher moved to adjourn the meeting at 7:54 p.m.,
second by Alderman Cope.
Yes: Thatcher, Cope, Super, Bruns, Hurt, and Fuller.
