WORK SESSION AND SPECIAL MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, June 22, 2010
6:00 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in special session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
June 22, 2010.
Mayor Rose called~the meeting to order at 6:01 p.m. Those in attendance were Mayor Kathy
Rose, Aldermen Ron Super, David Hurt, Aaron Thatcher, Bernie Bruns, Mike Fuller (arrived at
6:04 p.m.), and Brad Cope (arrived at 6:05 p.m.).
Also present were City Administrator David Blackburn, City Attorney Nancy Thompson, City
Clerk Robin Littrell, Director of Public Works Tom Wooddell, Deputy City Clerk Sarah Wagner,
Community Development Director Mike Duffy, Public Safety Director Greg Mills, Finance
Director Donna Resz, Director of Communications Meredith Hauck, Fire Chief Gordy
Fowlston, Capital Projects Engineer Travis Hoover, Operations Support Director Mike Shelton,
Capt. Chris Skinrood, Capt. Gary McMullin, Capt. Mike Costanzo, and Computer Tech. Eddie
Seasholtz.
BUDGET WORK SESSION Finance Director Donna Resz began her final review of the 2010
2010-2011 Budget 2011 Budget Revenues, Expenses, and Department requests by
power point. Mayor Rose presented a request from the Park Hill
School District for support of a new program called Smart Start
Summer School for children K-3 not performing at grade level.
The Board discussed the details of the program and agreed to
support this continued renewal program for $7,500. Donna
continued reviewing the budget with the Board. Further
discussion was held concerning KCATA funding, public safety car
purchases, infrastructure budget, wetlands, Horizon's, website
upgrades. Mayor Rose requested a motion to transition into the
opening session for the Special Meeting and continue the budget
discussion following.
Motion moved by Alderman Bruns to continue the Budget Work
Session following Item 5 on the agenda, second by Alderman
Super.
Yes: Bruns, Super, Hurt, Fuller, Cope, and Thatcher.
Motion carried 6-0.
OPENING SESSION FOR SPECIAL MEETING
Mayor Rose called the meeting to order at 7:02 p.m. Those in attendance were Mayor Kathy
Rose, Aldermen Bernie Bruns, Brad Cope, Mike Fuller, David Hurt, Ron Super, and Aaron
Thatcher.
Also present were City Administrator David Blackburn, City Attorney Nancy Thompson, City
Clerk Robin Littrell, Director of Public Works Tom Wooddell, Deputy City Clerk Sarah Wagner,
Community Development Director Mike Duffy, Public Safety Director Greg Mills, Finance
Director Donna Resz, Director of Communications Meredith Hauck, Fire Chief Gordy

Capt. Chris Skinrood, Capt. Gary McMullin, Capt. Mike Costanzo.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.
PUBLIC COMMENT None.
Resolution 2010-020 Alderman Thatcher moved to approve Resolution 2010-020,
Bill Pay authorizing the expenditure of funds out of the City Treasury for
week ending June 18, second by Alderman Cope.
Yes: Thatcher, Cope, Bruns, Hurt, Fuller, and Super.
Motion carried 6-0.
Motion to move Item 2. Resolution R-2010-021 to Item 6A. on the
agenda, moved by Alderman Thatcher, second by Alderman
Bruns.
Yes: Thatcher, Bruns, Cope, Super, Fuller, and Hurt.
Motion carried 6-0.
Mayor Rose Recused Mayor Rose recused herself from the Municipal Judge
appointment issue and requested Mayor Pro Tem Bernie Bruns to
proceed as she stepped out of the chambers.
Bill No. 2010-044 City Attorney Nancy Thompson explained process for the judge
Appointment of Judge search. Mayor Pro Tem Bruns further explained his selection of
Mark M. Ferguson. Alderman Thatcher moved to accept first
reading and place Bill No. 2010-044 on second & final reading,
second by Alderman Hurt.
Yes: Thatcher, Hurt, Fuller, Super, and Cope.
Motion carried 5-0.
Alderman Cope moved to approve Bill 2010-044 and enact said
bill as ordinance, second by Alderman Super.
Yes: Cope, Super, Thatcher, Hurt, and Fuller.
Motion carried 5-0.

MOTION FOR RECESS Alderman Super moved to take a recess at 7:08 p.m., second
by Alderman Fuller.
Yes: Super, Fuller, Thatcher, Bruns, Hurt, and Cope.
Motion carried 6-0.
Mayor Rose called the meeting to order at 7:15 p.m. Those in attendance were Mayor Kathy
Rose, Aldermen Bernie Bruns, Brad Cope, Mike Fuller, David Hurt, Ron Super, and Aaron
Thatcher.
Bill No. 2010-045 City Engineer stated that this ordinance represents the
J.M. Fahey Final Pay change orders and information discussed at the previous meeting.
Alderman Fuller moved to accept first reading and place Bill No.
2010-045 on second & final reading, second by Alderman Bruns.
Yes: Fuller, Bruns, Thatcher, Hurt, Super, and Cope.
Motion carried 6-0.
Alderman Cope moved to approve Bill 2010-045 and enact said
bill as ordinance, second by Alderman Hurt.
Yes: Cope, Hurt, Super, Fuller, Thatcher, and Bruns.
Motion carried 6-0.
Bill No. 2010-046 Community Relations Director Meredith Hauck explained the
Tourism Enhancement Grant changes made for the approaching fiscal year guidelines.
Program Guidelines Alderman Thatcher moved to accept first reading and place Bill
No. 2010-046 on second & final reading, second by Alderman
Fuller.
Yes: Thatcher, Fuller, Bruns, Super, Hurt, and Cope.
Motion carried 6-0.
Alderman Thatcher moved to approve Bill 2010-046 and enact
said bill as ordinance, second by Alderman Cope.
Yes: Thatcher, Cope, Hurt, Fuller, Super, and Bruns.
Motion carried 6-0.
BUDGET WORK SESSION Finance Director Donna Resz resumed presentation of the 2010-
2010-2011 Budget Continued 2011 Budget reviews at 7:23 p.m. Discussions including
Neighborhood Services Fund elimination, salary increases, and
employee reviews.
Following salary discussions, Alderman Thatcher moved to set the
salary increase rate for 2010-2011 Fiscal Year at 2%, second by
Alderman Bruns.
Yes: Thatcher, Bruns, Cope, Super, Fuller, and Hurt.
Motion carried 6-0.
City Attorney Nancy Thompson shared with the Mayor and
Aldermen that with the appointment of the new municipal judge
there is now an opening for the prosecuting attorney. The Mayor
is appointing Amy Ashelford as the Interim Prosecuting Attorney
and we will go through the process of taking applications for a full
time prosecuting attorney very soon.
Resolution 2010-021 Alderman Thatcher moved to approve Resolution 2010-021,
Adopting Fiscal Year adopting the Fiscal Year 2010-2011 Annual Budget for the City
2010-2011 Annual Budget of Riverside, Missouri, in the amount of $43,995,813, second by
Alderman Cope.
Yes: Thatcher, Cope, Bruns, Fuller, Super, and Hurt.
Motion carried 6-0.
Mayor Rose invited all in attendance to attend the All-America City
Celebration on Thursday evening at City Hall at 6 p.m.
MOTION TO ADJOURN Alderman Cope moved to adjourn the meeting at 7:47 p.m.,
second by Alderman Bruns.
Yes: Cope, Bruns, Super, Fuller, Hurt, and Thatcher.
Motion carried 6-0.
