HomeMy WebLinkAbout2009-12-02 Park Board Minutes RIVERSIDE PARK BOARD MEETING MINUTES December 2, 2009 6:00 p.m. The Riverside Park Board held their regularly scheduled meeting at Riverside City Hall, 2950 NW Vivion Road, Riverside Missouri 64150, on Wednesday, December 2, 2009. Those in attendance were: Julie Rule, Deborah Leader, Norma Parrot, Terri Dwyer, Ron Carlson, Jim Frakes, Mayor Kathy Rose, Meredith Hauck, Coordinator of Communication and External Affairs, Police Captain Mike Castanzo, Tom Wooddell, Director of Public Works, and Sarah Wagner, Community Development. Not in attendance was Alderman Mike Fuller Approval of Deborah Leader made a motion to approve the minutes of November 4, 2009. minutes from November 4, Norma Parrot seconded and the motion passed. 2009 FY2009-2010 Meredith Hauck, Coordinator of Communications and External Affairs explained to the Board Park Board that many of the projects they had as high priorities on the list have either been completed or Priority List are in progress. Tom Wooddell, Director of Public Works explained what has been going on Updateand what is planned for the rest of this budget year. Wooddell explained that they are in the process of working on the brick walkway at E.H. Young Park. There are several areas of the brick pavers that are going to need to be replaced. There will be a large initial cost to get the walkway back up to where it needs to be, but continued maintenance will help reduce having the large cost again. The parking lot and trail at E.H. Young Park have been resealed and the parking lot has been restriped. Public Work will be ordering and installing bike racks in E.H. Young Park. The trail call box will be up and operating on the Missouri Riverfront trail soon. The City is waiting on the physical tower for the phone. It is on back order, but expected to be in soon. Replacement of the shelter house at Renner Brenner Park has been put on hold pending what money is in the budget for next year. The existing shelter house is still in pretty good shape and could be cleaned up a little. The old playground equipment from Renner Brenner Park will be moved to Homestead Park and Homestead Park will be enlarge a little to accommodate the new equipment. Julie Rule asked how the Park Board’s budget was being used now. Hauck replied that their still needs to be some discussion with the Board of Aldermen because Public Works does not have a maintenance budget at this time and several of the Park’s larger projects are being funded out of the CIP. Mayor Rose commented that the City is working on the connection for the Missouri Riverfront Trail. They are working on getting bids now and the cost of the project may go down because the City might be able to use an existing contractor that is already doing work in the City. Hauck commented that the improvements to Renner Brenner Park are in progress. Mayor Rose said that the improvements have really opened up the view of the skate park. She asked if Public Works was still having problems with trash and vandalism in the park. Wooddell replied that as of lately Public Works hasn’t been having a lot of problems, but there haven’t been a lot of people down there due to the improvements going on. Police Captain Mike Castanzo commented that the Police Department has begun to do more enforcement with the skateboarders. When they violate a rule they have been picking them up and having them call their parents to pick them up at the station. Officers have also been closing the park if the kids refuse to pick the trash up. Also, the camera systems in the parks are about 20% complete. When those are complete that will help to better identify more of the problems. Hauck commented on the progress of painting the fencing around E.H. Young Park. Wooddell is working on getting bids for that. Jim Frakes asked if we were painting the fence or replacing it. Wooddell replied that he is getting bids on having the fence painted. The problem is that the fence is aluminum and paint doesn’t stick well the aluminum. Mayor Rose said that the South Platte Rotary is still interested in adopting one of the parks. Hauck suggested that they help with the community garden in the spring. Mayor Rose said that she would set up a meeting with them to discuss it further. Ron Carlson asked about the possibility of getting some bathrooms out by the Missouri Riverfront Trail. Hauck said it would have to be a port-a-potty because the Levee District owns the property there. The Board agreed that something needs to be there. Mayor Rose asked about possibly paving the parking area at the Missouri Riverfront Trail. Wooddell said he would look into that. Rule said that she has been asked about an addition to the skate park. Mayor Rose said that is something that can be considered for next year’s budget, but it all depends on how well the park is kept clean by the kids that use it. CapitalHauck told the Board that the City is in the process of updating the Capital Improvement Improvement Projects. She asked Board members to think about any projects they might want to have Projects included. Adjournment The meeting was adjourned by unanimous consent at 6:45 p.m.
