RIVERSIDE PAR o f MEETING MINUTES April 1, 2010 6:00 p.m. The Riverside Park Board held their regularly scheduled meeting at Riverside City Hall, 2950 NW ViVion Road, Riverside Missouri 6 4150,, on Wednesday, April 1 , 2010. Those in attendance were: Julie Rule, Norma Parrot, Terri Dwyer, Ron Carlson, Jim Erakes, Mayor Kathy Rose, Deborah Leader, Meredith Hauck, Director of Community Relations, Police Captain Mike Costanzo, Tory Wooddell, Director of Public Works, and Mike Duffy, Director of Community Development. Not in attendance was Alderman Mike Fuller. Pubic works Park Projects Torn Wooddell provided an update about the parks improvements done over the past Update month by Public Works. At EH young Park, three drinking fountains were replaced and a dog watering bowl was added. Two new grills have also been ordered. At Homestead Park, Public Works is rehabbing one of the drinking fountains removed from EH young Park and installing it there for a trial period. The fountain was originally removed from this park a number of years ago because of Vandalism. At the Welcome Plaza, the fountain has been turned on for the season and Bo new personalized pager bricks were installed. At the Linear Park, handicap parking signs have been installed and a bike rack is n order. on the Middle Line Creek trail, old concrete tubes and structures have been removed from the trail between St. Joe Ave and Woodland. In addition, Public Works is getting the pool ready for the season. It will be repainted this year and additional texture will be added to the zero -entry area to reduce slick spots. Jim Erakes asked if Wooddell could evaluate adding trash cans along the linear trail and near the waterfall. Wooddell is going to match the gash cans to the Welcome Plaza trash cans and initially install one by the linear trail parking lot and one by the waterfall. More will be added and locations adjusted depending on use. Renner Brenner Park Update Mike Duffy reported that work has started on the playground installation at Benner Brenner Part. They are currently completing the base and equipment should be installed next week. The fencing will remain up around the playground while the sod gets established after construction ends. Julie Mule asked for an update on the archeological component of this project. Duffy said that the findings have been categorized and we are waiting on the carbon dating to be done. At the end of this evaluation, the City will have a plan that can be used to help guide future development in the park. Trails /Parks Property Update Duffy passed out a reap of all completed and future tails in the City. In addition to the trails shown on that map (all of which are planned for in the IP), there will be an additional trail put in during the Northwood Road project that will connect 9 Highway with 52 Street. Duffy reported that the County had purchased a 110 -acre piece of land just outside of Riverside at Northwood and " street. The Count y is interested in having City input on the development of that park. The plan is to continue the trail system throughout the park and eventually tie in with the west loop trail, which is planned to run along the western edge of Riverside. The City has also recently acquired two pieces of land — one that is 4.67 ages and one that is 13 acres — that will be used as natural space. Both can be accessed off Jumping Branch Trail and will likely be left very natural with some mulch paths put throughout. The terrain of these pieces does not make therm good areas for more developed par s. The City is currently in property acquisition for th Jumping Branch Trail project. Duffy reported that most of the property owners impacted are agreeable but they want to make sure that they ar n't liable for any trail issues that occur on their property. Jumping Branch will connect Renner Brenner Park with Gatewoods. Progress is being made on connecting the Missouri Riv rfr nt Trail with English Landing Park. The City recently approved a special use permit at the tank farm and as a condition of that permit, the City must be granted access to develop part of the trail across the property. That leaves Ball Equipment and the Yacht Club as the final two properties that need to be crossed. The City and County are working on this, but have also started talking with the railroad as a backup plan incase a different alignment is nec FY 2010 Projects The Board reviewed the FY 2010 Project Priority List and made the following changes: EH Young Park Water Access — Priority changed to "Low." This project will be valuated if any major changes to EH Young happen. - El Chaparral Playground — This project was removed from the list.
