Background A citizen, Rick Turner, approached several Parks and Recreation Board members to inquire about the possibility of the city putting in a shooting range in Riverside. Additional information was obtained from the Kansas City Trapshooters in Smithville, MO, and the City Attorney to determine if this was something of interest to Riverside. 1. KC Trapshooters - Lynn Gibson, manager at the Kansas City Trapshooters Association in Smithville, MO provided nd perspective on their operation. This facility is the 2 largest shooting range in the state of Missouri and has been in operation in Smithville for 25 years. The organization was originally located in Raytown prior to the move to Smithville and although at the time the city of Raytown was ok with them staying, there were periodic complaints from citizens on noise. So, when someone provided a donation to the organization for a new facility, they decided to look to an area away from population. Clay County leases the current grounds from the Federal Government and then subleases it to the organization. The Trapshooters used the donation to build the facility which has 11 fields and then donated it to the county. The organization pays the county rent between $30,000-$40,000 for use of the facility and is required to provide its own liability insurance and maintenance as a condition of its lease. Key information from Lynn is as follows: Construction of a facility is highly regulated –Engineering studies for feasibility and possibly approval by the Army Corps of Engineers take time and money to accomplish. The Trapshooters had to prove that they would have limited impact on the closest town of Paradise, MO. The Corps of Engineers required that they have 950 ft down range for shot fall and 450 ft to each side of that. The current Trapshooters facility has 1 mile down range by choice of its location. If building a similar facility to Smithville, probably 60-80 acres would be required, although a smaller facility could be built. Lynn thought it would take over $1MM to build the facility again today, however, probably $30-50,000 for a 1 trap field (property cost not included). The National Shooting Sports website has engineering information that includes distances and that type of information if needed. Noise is an issue when shooting ranges are near populated areas – Decibel testing for noise is required as part of the process. Public hearings will be required. Citizens perceive the ranges to be a negative which lower property values in the area. Lynn recommended this type of facility outside of city limits in areas of low population. There are 2 other facilities in the Kansas City area. In Lenexa, the Powder Creek Gun Club is present, however, Lenexa continues to expand putting pressure on the facility. Lake Lotawana has a facility but population expansion near them has caused a lot of regulation including a reduction in shooting hours and limited times when lights can be used such that it is sometimes difficult for them to finish tournaments. Generally, shooting range users are willing to drive some distance to reach a facility and the Trapshooters routinely have folks that drive from Warrensburg and Harrisonville to shoot. Lead from ammunition is an issue – This is especially important in areas where run off reaches waterways or in flood plains since lead is known to cause issues with migratory waterfowl. Although steel bullets exist and could be required for use at a facility, it is extremely difficult to ensure this happens since 90% of all ammunition is lead based and according to Lynn, there is no way to tell if ammunition is lead or steel until it has been shot. In the future, if the facility was to move to a new use or was to be sold, the EPA would require lead levels to be acceptable. This would normally require the soil to be taken out to comply. It’s not an extremely profitable venture – Liability insurance is expensive because of the use of loaded guns at the facility. The Trapshooters have one full-time employee who lives on site as part of the compensation. They could not afford to hire another full-time person. It also can be an expensive sport to participate in given the cost of ammunition, etc. so the use of the range is affected by downturns in the economy. 2. Gladstone - The City Attorney provided perspective from previous experience in Gladstone where they had a police training facility. That facility was near a housing subdivision and was eventually shut down due to noise. Clean up of the lead required EPA involvement. Recommendation It is not recommended that the City of Riverside pursue creation or operation of a shooting range given the issues with noise and lead and the general proximity of a good facility present already in Smithville.
