RIVERSIDE PARK BOARD MEETING
MINUTES
October 2, 2007
6:00 p.m.
The Riverside Park Board held its regularly scheduled meeting at the City Hall in Riverside, Missouri, on
Tuesday, October 2, 2007. Those in attendance were: Julie Rule, Ron Carlson, Norma Parrot, Alderman Mike
Fuller, Cathy Mousel, Jim Frakes, Brent Miles, Director of Planning and Economic Development, Mayor Kathy
Rose, Jeff Rupp, Director of Public Works, Lori Rardeen, and Sarah Wagner, Administrative Clerk. Not in
attendance were: Sara Thatcher and Jerry Hackenberg.
Julie Rule moved to approve the minutes from September 5, 2007.
Ron Carlson seconded and the motion passed.
Brent Miles, Director of Planning and Economic Development, began the meeting by asking the Park Board if
there would be a better day to meet than on Tuesdays before the Board of Aldermen meetings. Having
meetings on Tuesdays only allows staff about 45 minutes to spend with the Park Board before they have to
leave for the Board of Aldermen meetings.
Rule commented that when the Park Board meets on a different day than Tuesday, the group seems more
focused and more is accomplished because staff can stay longer.
Miles said that another possibility could be to meet twice a month on Tuesdays.
Mayor Kathy Rose replied that it is hard enough getting people to come to one meeting, so two meetings a
month would make things more difficult.
Rule replied that Mondays and Wednesdays seemed to work the best for everyone, but asked if Thursdays were
a possibility.
Miles replied that staff meets with the Planning Commission the second and fourth Thursdays of the month so it
would have to be.the first or third Thursday of the month if that was chosen.
Mayor Rose said that Tuesdays still work but,it is more difficult to get answers when staff is gone.
Carlson moved to have the Park Board meetings on the first Wednesday of every month at 6:00 pm.
Alderman Mike Fuller seconded and the motion passed.
Next, Miles addressed the Board and explained that the baseball field lighting has remained on the agenda in
order to discuss it with Park Board President Jim Frakes. The feeling of the Board, however, is to put this
project on hold.
Frakes said that it was discussed in the past that the City has land set aside for a sports complex and would
rather see the money spent on lighting that would serve several fields and be protected by the levee than on this
one field.
Rule commented that she had moved the lighting of the baseball field to the Board's low priority list until it is
time to construct the sports complex. She added that she followed up with the Platte County Parks about them

partnering with the City in the future on a sports complex. If the park taxis renewed in 2010, they will be
interested in working with the City.
Miles commented that the City has about 30 acres set aside for a sports complex in the future.
Frakes asked if there was a plan to have soccer fields as part of the complex.
Miles replied that the City can do whatever is needed. The City did do a preliminary estimate and that area can
fit about four baseball fields and four soccer fields plus adequate parking.
Norma Parrot asked where this piece of property was located.
Miles replied that it is located by I-635 and the Levee close to Argosy Casino.
Frakes said that one full-size baseball field, two intermediate fields and a few fields for the little ones would
work best because the number of kids that play baseball goes down as they get older and involved in high
school sports.
Miles explained that the City would conduct a needs assessment to determine what would be best utilized in the
complex.
Rule commented that Park Hill South High School just redid their sports facilities and has added the new
district soccer stadium.
Miles suggested that the City's complex could be used for recreation leagues and tournaments and have the
championship games played on Park Hill South's new complex.
Frakes asked what the timeline on the City's sports complex would be.
Miles explained that it is not in the City's five year Capital Improvement Plan. It will be updated in December
with this project. The roadways and utilities will not be in for this area unti12009.
Mayor Rose commented that 2010 is not that far away to partner with Platte County.
Next, Miles explained the amended presentation from Water's Edge that was in the Park Board's packet. He
said that slides three and four showed some of the options that were discussed last time and the price range for
them.
Rule asked if the shade on the deck was $6,000 a piece or for both.
Miles replied that he will have to confirm the pricing.
Rule asked if the seat in the pool was connected to the edge or if it was in the center in the zero entry area.
Miles replied that it is next to the wall.
Frakes commented that if the City is fixing up the pool, they should fix it up right.
Miles replied that these additions are just aband-aid to carry the pool for a few more yeas until it will be
necessary to build a new one. A pool usually has a life span of 15 years and this pool has been around for
almost 10 years.

Aldermen Fuller asked if construction would be done over the winter.
Miles replied that it would.
Next, Miles explained that there were some pictures of the benches at Renner Brenner Park in the Board
Member's packets. He said that the Streetscape Committee approved certain benches and the Park Board has
agreed to use the same. The Board has budgeted for• four to six benches this year.
Rule commented that $4,000 has been budgeted for replacement benches at Renner Brenner and $6,000 has
been saved on the baseball field when Game Time Turf donated the redfiled conditioner after the mix up with
the dirt. With the savings from that it would be possible to replace all the benches.
Miles said that the Board has about $10,000 to spend on benches for the park. Four of the benches are old wood
ones that the original $4,000 was budgeted for. In addition, one of the benches is set into a single slab of
concrete and it has a crack in it so it will have to be replaced. He also explained that the benches will have
"Riverside" stamped in the sides and molded into the flame of the bench. This will not be very expensive and
adds a nice touch to them.
Jeff Rupp, Director of Public Works commented that the stamp gives the benches that old time feel.
Alderman Fuller commented that you can see in the picture that the skateboarders have been grinding on the
sides of the metal benches.
Miles suggested that the Board replaces these as well and move them out of the playground area so they will be
less likely to be misused.
Mayor Rose commented that the first four wooden benches are a priority and the rest can eventually be
replaced.
Miles then showed pictures of the picnic tables at Renner Brenner. He commented that they are still in pretty
good shape and that Public Works was going to try and move one of them into the shade more. He also
explained that there are two wooden benches over by the skate park that are still in pretty good shape.
Mayor Rose commented that the skateboard park is requiring Public Works to do a lot of maintenance to it.
Alderman Fuller commented that the park needs cameras in it.
Mayor Rose replied that the City is looking to put wi-fi in all the parks and attaching cameras to that.
Rupp said that Public Safety has been asked to increase patrols in the parks.
Miles said that the City will go ahead and order the benches to replace the four badly worn wood benches and
move the picnic tables back into the shade. He also added that the signs at Renner Brenner Park are over 20
years old. They are 8 '/2 by 11 inch paper under a piece of glass. There are a lot of people that come to the City
interested in the history. Staff is looking to replace those signs with walking tour signs similar to those used in
E.H. Young Park. There are eight signs now and they can probably be condensed to fow• to six signs with
pictures added.
Parrot commented that the current signs have too much writing and people do not want to read that much.

Miles explained that the Park Board had a budget, but this project has to do with tourism and the City could use
funds from the tourism tax for this project.
Next, Rupp explained that the park maintenance list is about 66% complete. Several of the items remaining
need engineering work to be done and others are in the process of being scheduled.
Rule commented that a lot has been accomplished.
Mayor Rose, Alderman Fuller, Brent Miles and Jeff Rupp had to leave to attend the Board of Aldermen
Meeting at 7:00 pm.
Frakes asked if anyone knew how many people had attended Riverfest.
Lori Rardeen said that the Riverfest Committee had not had their final meeting yet, but there was a good turn
out of people.
Rule asked about the study for the Jumping Branch trail connection. She recalled there being some problems
with a property owner allowing access to his/her property for surveying. Rule said that if the design can not be
done for• the trail then she would like to consider other options for the funds.
Rule also mentioned that the City has a $25,000 grant from the Platte County Parks for landscaping along the
Line Creek Trail that keeps being put off. The County has asked that that the City uses the grant in the near
futtue for some sort of landscaping near where the Line Creek Trail will be.
Sarah Wagner, Administrative Clerk replied that she will bring those questions and concerns to staff members
to be addressed at the next meeting.
Cathy Mousel moved to adjourn the meeting.

November 7, 2007
6:00 p.m.
The Riverside Park Board held its regularly scheduled meeting at the City Hall in Riverside, Missouri, on
Wednesday, November 7, 2007. Those in attendance were: Julie Rule, Ron Carlson, Norma Parrot, Alderman
Mike Fuller, Cathy Mousel, Mayor Kathy Rose, Jeff Rupp, Director of Public Works and Sarah Wagner,
Adminishative Clerk. Not in attendance were: Sara Thatcher, Jerry Hackenberg, Jim Frakes and Lori Rardeen.
The minutes from October were left out of the packet, so they will be considered for approval at the December
meeting along with the November minutes.
Jeff Rupp, Director of Public Works addressed the Board and explained that Brent Miles, Director of Plannhrg
and Economic Development had contacted Brian Nowotny fiom Platte County Parks in regard to the $25,000
grant the City had received for landscaping around the Line Creek Trail. The City will be returning the money
to the Platte County Parks and be re-applying for another grant in the same amount to solve a stormwater issues
in Renner Brenner Park. Mike Duffy with Shafer, Kline and Warren Engineering has preliminary plans for a
solufion to the stormwater problem. Nowotny conveyed to the City that he would help to push the grant request
tluough for the stormwater project.
Rupp then explained that the benches for Renner Brenner Park have been ordered. Six have been charged to the
Park Board's budget and two more have been charged to the Capital Improvement Project fund. The $250 has
also been paid to set up the template to have "Riverside" stamped on all the benches.
Rupp also explained that the City is working on replacing the signage at Renner Brenner Park. The City has
been in contact with Acme Signs, a local company that will be able to create signs similar to the Lewis and
Clark signs at E.H. Young Park. Rupp said that he has taken representatives from Acme Signs to Renner
Brenner Park and explained what the City is looking for in these signs with new verbiage and pictures. They
will be working on creating a prototype to show the Board in the future.
Mayor Kathy Rose asked if Acme Sign would need any artifacts to incorporate into the signage.
Rupp replied that for right now they were just taking pictures to work on a preliminary design.
Julie Rule asked if the signage would match the benches.
Rupp explained that the signage will have both a modern and historic feel to blend with both aspects of the
park.
Next, Rupp went over the cost and design options that were discussed for improvements to the pool. The cost
for the proposed pool additions are as follows:
Shade in pool- $7,000
Seat in pool- $2,500
Shade on deck- $3,000 each
Toddler Slide- $5,500 to $30,000
Spray feature fiom pool to shade on deck- Not feasible with current pool construction
Mayor Rose explained that what is proposed is not the spray features that were hoped for because they would
require a separate filtration system that would be over budget. These proposed additions would make a huge
difference. The one thing most people at the pool requested was some sort of shade feature. Mayor Rose said

that it appears that a slide may take up a lot of play room in the pool. She also commented that some of the
slide options appear to have water features and wondered how that was possible because all the other water
options require a separate pump or filhations system. She asked if more information could be gathered on the
slides such as the price breakdown, which ones require water and how that would be done, and the amount of
space a slide would take up.
Rupp replied that he would get into contact with Water's Edge and come up with answers to the questions and
request a drawing of the placement and dimensions of all the features proposed. He explained that this project
is running up against a deadline to be completed by the time the pool opens and that no work would be done
over the winter months.
Next, Rupp explained that progress is being made with the Jumping Branch Trail. Their were some problems
with a land owner granting the City access to the property he/she owned for surveying proposes. As a result,
the City will be doing the surveying from digital photos taken of the area from a low flying plane. This process
will be very accroate and allow the City to continue with the design of the trail.
Mayor Rose commented that this hail connecfion is very important and will be very beautiful when complete.
Next, Rupp explained that Brian Nowotny from Platte County Park has scheduled a final meeting with all the
entities involved with the Missouri Riverfront Trail to get a final consent on everything before they go out for
bids on the project.
Mayor Rose commented that she thought everyone had already given their approval.
Rule replied that after the Corps of Engineers gave approval they still had to meet with Intercon to get then
approval.
Rupp explained that they are just playing it safe. They do not want to go out for bids and have something go
wrong.
Ron Carlson asked about the boat place and the tank farm.
Rule replied that they are not part of this agreement. She explained that the plan is for this trail to run form
Kansas City all the way to Weston. They are working on it in sections and right now they are focusing on the
Riverside section, but problems still exist with connecting it to Parkville.
Alderman Mike Fuller asked if any portion of the trial would be on top of the Levee.
Rule replied that about one third of the tluee mile hail would be on top of the Levee.
Next, Rupp gave an update on the maintenance requests. He explained that the basketball court at Homestead
Park has been sealed and striped.
He went onto explain that the City has come up with a temporary fix for the water that is ponding near the
parking lot at E.H. Young Park.
Next, Rupp showed the Boazd pichses of bollard options for Renner Brenner Park to keep cars from rolling into
the playground.
Mayor Rose commented that the skateboarders at Renner Brenner are continuously leaving a mess that is taking
Public Works up to two horos to cleanup.

Rupp replied that the skateboarders have been using the benches for ramps and they are all scraped up. He has
spoken to Public Safety Chief Greg Mills about increasing officer pahol of the area.
Norma Parrot commented that she thinks cameras are needed at the park.
Rupp replied that cameras have been looked into and they are very expensive.
Rule said that she did a test with Chief Mills when the park was first put up to see if the camera on City Hall
could see over there and it did. She said that she would talk to Chief Mills about increasing patrol and getting
ready for the summer.
Rupp then asked what the Board thought of the bollard options.
Rule asked if they would be black.
Rupp replied that they would be black.
Alderman Fuller said that he thinks the simpler ones look safer and will be less likely to be climbed on.
Cathy Mousel asked how they were rated for impact.
Rupp replied that they are to stop rolling cars.
The Board agreed on the simple black bollards.
Next, Rule explained to the Board that Platte County is working on updating the Platte County Profile and they
are placing emphasis on parks.
The meeting was adjourned by unanimous consent.

Hi Jeff,
Thanks for contacting me about the possibility of the City installing the Taraflex flooring
system and the chance to make a few comments on the subject. I have no personal
experience with this particular product, but the statements they make describing their
flooring's characteristics are very impressive.
Falls by the public and your employees are a serious concern. In the United States falls
are the second leading cause of unintentional death. Falls on the same level account
for far more accidents of this nature than any other related classification.
MARCIT member experience reflects the seriousness of the problem as well. Falls are
the number one cause of workers' compensation claims and the third most common
cause of liability claims for our members.
The preceding facts clearly indicate any precaution that can be taken to eliminate or
minimize the risk from falls is worth consideration. If you have further questions on this
or any other topic, do not hesitate to contact me.
