A special meeting of the Board of Aldermen of the City of Riverside, Missouri, was held at City Hall, in Riverside, Missouri, on Tuesday, January 23, 2007, at 6:00 p.m. Mayor Kathy Rose called the meeting to order at 6:00 p.m. Those answering mll call were Mayor Rose and Aldermen Ray Beard, Ron Super, David Hurt, Linda Jones, Bernie Bruns and Pam Darata. Alderman Bernie Bruns joined the meeting at 6:37 p.m. Also present were David Blackburn, City Administrator, Jane Henry, Executive Administration Assistant, Gregory Mills, Public Safety Chief, Brent Miles, Community Development Director, Donna Resz, Finance Officer and John McClelland, City Attorney. Presentation by auditor firm Representatives from McGladrey & Pullen made a brief presentation, McGladrey 8c Pullen introducing themselves and their fum in preparation for Finance Officer Donna Resz's financial workshop, which appears later on the agenda. Bill No. 2007-06 Alderman Jones made a motion to place Bill No.2007-06 on its fast reading. Disbursements to Pay Alderman Darata seconded. Certain Indebtedness of The vote was: $106,308.80 Yes: Aldermen Hurt, Beard, Super, Jones, Bruns and Darata. Motion carried. Ordinance No. 2007-06 Alderman Beard moved to place Bill No. 2007-06 on its second reading. Approved Alderman Hurt seconded. Aldermen Hurt, Beard, Super, Bruns, Jones and Darata. Motion carried. Financial Workshop Finance Officer Donna Resz gave the aldermen a 2°d quarter fmancial update and she outline the operating budget strategy and calendar. Resz explained that gaming revenue remains strong and is currently forecasting over $650,000 fora 9•~u growth. Total gaming and lease revenues are forecasted to be $900,000 over the last fiscal year collections. Also, sales and use tax revenues have rebounded over 2005-2006 collections with a $125,000 increase. Interest revenue is estimated to be $2,024,000, a $612,000 increase over last year. In summary, total revenues for 2005-2006 were $16,808,000 and forecasted revenues for 2006-2007 are $17,656,000, $3,436,400 more than was budgeted. Motion to enter into Closed Session pursuant to RSMo 610.021(1) for discussion of legal issues, RSMo 610.021 (2) real estate and 610.021 (3) personnel issues with the City Attorney Resz presented her proposed budget strategy for the coming fiscal year and she talked about the pros and cons of purchasing cards for the mayor and aldermen. The general consensus was that purchasing cards are not a good option at this time. Alderman Bruns made a motion to enter into closed session and Alderman Jones seconded. The vote was: Yes: Aldermen Bruns, Hurt, Beard, Super, Jones and Darata. Motion carried. Motion to enter into Open Alderman Jones made a motion to enter into open session. Alderman Hurt Session at 8:10 p.m. seconded the motion. The vote was: Yes: Aldermen Super, Hurt, Beard, Jones, Bruns, and Darata. Motion carried and the board entered into open session at 8:10 p.m. Motion to Adjourn Alderman Jones made a motion to adjourn. Alderman Bruns seconded. 8:11 p.m. The vote was: Aldermen Jones, Super, Hurt, Beard, Bruns, and Darata.
