MINUTES OF REGULAR MEETING OF BOARD OF ALDERMEN OF
CITY OF RIVERSIDE, MISSOURI
FEBRUARY 16, 1988
A regular meeting of the Board of Aldermen of the City of Riverside,
Missouri was held in the City Hall in Riverside, Missouri on February 16,
1988, at 7:30 p.m. The roll was called and Karr, Burch, Best, Peeler, Wedua
and Shepard were present. Mayor Pro Tem Peeler called said meeting to
order.
The minutes of February 9, 1988 were read and approved as corrected.
David Gray, 118 N.W. 43rd Street, Kansas City, Missouri 64116,
presented a business license application for Graphics North, Inc. at 619
N.W. Business Park Lane. He also presented a sign application for the same
business at said location. These applications were approved subject to the
payment of the fee.
Gary R. Crosswhite, 9907 N.W. 73rd Terr, Weatherby Lake, Missouri 64152
presented a application for a business license for Northland Tile Center,
Inc. at 414 Platte Valley Drive. This is for the wholesale and retail of
ceramic tile, marble, granite, adhesives grouts and installation of same.
This was approved subject to his receiving a sales tax number and paying the
fee.

Mr. Crosswhite also presented an application for a sign at 414 Platte
Valley Drive, said application was approved subject to his receiving a
business license and payment of the fee.
A letter was read from City Attorney Don Witt amending Ordinance No.
87-54 (safety belt ordinance).
Karr moved that Bill No. 88-12 being bill amending ordinance No. 87-54
as set out herein be placed on its first reading, seconded by Burch, the
roll was called and votes were as follows: Karr, Burch, Best, Wedua and
Shepard voted aye; said bill was accordingly read.
Burch moved that Bill N0. 88-12 be placed on its second reading,
seconded by Karr, the roll was called and votes were as follows: Karr,
Burch, Best, Wedua and Shepard voted aye; said bill was accordingly read.
Karr moved that Bill No. 88-12 be placed on its third reading and upon
passage of same become Ordinance No. 88-12, seconded by Burch, the roll was
called and votes were as follows: Karr, Burch, Best, Wedua and Shepard
voted aye; said bill was accordingly read, attached hereto and made a part
hereof, approved by Mayor Pro Tem Peeler and became Ordinance N0. 88-12.
A letter from the State of Missouri Department of Economics Development
was read, inviting the City to the 30th annual meeting at Tan Tara on April
11 and 12, 1988

A notice from the Missouri Public Service Commission was read, this
concerned the Southwestern Bell and ATT tariffs.
A letter from North Kansas City was read concerning our participation
in the Irish Snake Parade.
A letter was read from the National Kennel Club.
A letter from the County Resource Board was read, this is in regard to
the Fair Housing Law's 20th anniversary and that April is to be proclaimed
the Fair Housing and suggested that the Cities have a proclamation stating
this.
Burch moved that the City Proclaim the month of April as Fair Housing
month, seconded by Best, the roll was called and votes were as follows:
Karr, Burch, Best, Wedua and Shepard voted aye.
City Attorney Don Witt presented an ordinance listing the Assistant
Attorneys for the City and also deleting the Assistant Attorneys which are
no longer with his firm. This matter was discussed and it was felt that Don
Witt should be at the next meeting to further discuss this matter.
~ Mayor Pro Tem Peeler announced that there was be a meeting next
Tuesday, February 23, 1988.
Burch said that he and Mayor Pro Tem Peeler had lunch with Homer
Williams and discussed with him the possibility of having a holding facility
in the city hall. It was felt that Mr. Williams preferred to reconstruct
the present ~sil and bring it up to date on specifications so that prisoners
may be kept there. This was discussed further and Mayor Pro Tem and the
Board felt that they will search other areas to see if they can find a way
to build a holding cell for a nominal amount of money. Mayor Pro Tem Peeler
is to ask our City Engineers if they have any suggestions.
E. H. Young .inquired of the Board whether he could plant flowering
trees on both sides of Riverside Drive and also on Woodland. Everyone
thought this would be a good idea. Mr. Young said that he understood that
the best time to plant the trees would before the end of March.
The planting of the trees by Mr. Young was discussed and it was thought
that he should mark where the trees are to be planted, furnish the city with
information that the people planting the trees are fully insured and that if
he intends to plant the trees where there are houses that he get permission
from the people in the houses and that he furnish the city with a letter of
intent.

Karr reported that he has not been able to get in touch with Gary Gable
and it was suggested that he now get in touch with Dick Fickle.
Burch inquired if he should be continuing to look for a one-ton truck
with four wheel drive. This was discussed and it was thought that at the
present time it can be dropped.
Best brought up the matter of employing an administrator and said that
he has the criteria for one. This matter was discussed and it was thought
it would be best if this would be put off until a City Clerk is hired.
Wedua suggested that the City build about six stalls along the hill
side and making them earth contact for the storage of the City's equipment
and vehicles. It was decided that a committee study the situation and try
to come up with the answer for keeping the City's equipment inside.
The matter of Bob Gieseke snow plowing the road in the area where he
lives. It was suggested that a letter be written to him extending our
appreciation for the work he has done and the City will let him know when he
can again do the snow plowing.
Shepard said that they now have about 45 to 50 applicants for City
~ Clerk and a few more are to be interviewed.
City Clerk Betty Burch said that the last budget provided for new
equipment in the office and they need a computer table which she said would
cost around $250.00. Mayor Pro Tem and the Board agreed to the purchase of
the table.
Chief Fred McDaniel said that he has a letter request from North Kansas
City for Public Safety People to work during the time of the Irish Snake
Parade and North Kansas City reciprocate when we have our Fall Festival.
The Board and Mayor Pro Tem were in agreement to this.
Chief Fred McDaniel said that the Kansas City Crime Commission have
signs printed "Crime Stoppers" with number to call and that a reward will be
given to those who help solve the crime. Chief McDaniel asked for
permission to install the signs on the street signs and Mayor Pro Tem Peeler
and the Board thought this was a good idea.
The City's heating and air conditioning system was discussed and
Karr is to see if he can get some people to look it over and give bids to
correct the system.
The Park Board requested permission to purchase the last piece of
equipment for the Homestead Park this would be a "Rainbow Arch Climber" at
the cost of $921.39 delivered but not installed.

Shepard and Mayor Pro tem Peeler met with Dave Williams of the Water
Company and discussed further the low pressure in some of the houses.
Mayor Pro Tem Peeler suggested to Mr. Williams that the valve from Kansas
City be left on all the time and that would give enough pressure. Mr.
Williams said that they thought if the tank was filled during the night
hours that there should be ample pressure during the day time. Mr. Williams
is going in the hospital for a while and would like to get back with the
City after he recuperates.

There being no further business to come before the Board, upon motion
duly made, seconded and passed, meeting ad3ourned t 10.35 p.m.
